Registration notes: Operation Encompass, the charity supporting children exposed to domestic abuse, was established in 2011 by retired police officer Sgt David Carney-Haworth and his wife Elisabeth, Head Teacher at Torpoint Infant School, Cornwall. This tartan, based on the International Police Association tartan, symbolises the partnership between a growing number of UK police authorities and their local schools. A partnership which enables the provision of timely care and support for the innocent and often silent victims of domestic abuse - the children. The design includes the iconic 'thin blue line'; the founder’s ‘sergeant’s stripes’; the traditional police force, blue and white checkered band and the colours of the co-founder's Infant School.
